[pkg-php-pear] Bug#783427: Useless in Debian

 nobody disagrees. Please, do downgrade it with an explanation if you
 disagree.]

php-xml-rss has no reverse (build-)dependencies, has not been updated
upstream in the last four years, and is officially not maintained
upstream anymore.

At least another package (libphp-magpierss) seem to provide similar
features (but doesn’t seem to be much maintained either), other XML
parser might be useful to provide equivalent features (e.g.,
php-sabre-xml, actively maintained, or php-picofeed currently in NEW).

I intend to follow up with an RM request in a few months if nobody
objects (but feel free to beat me to it).
