Unfortunately I am going to have to reject your package.  It does not meet the
Debian requirements for non-PHP software using the PHP license [1].

You need to include this statement in your debian/copyright file:

"This product includes PHP software, freely available from
http://www.php.net/software/", the veracity of which cannot be verified by us,
nor can we be held responsible for the maintenance of the link.

I did not otherwise check the package, so it may have other issues.
