Actually, it requires "php": "~7.0" in composer.json, that is currently
translated as php5-common (>= 7.0) by pkg-php-tools, and is thus is pretty
useless.

Mathieu, what are the blockers in pkg-php-tools preventing us from
starting the PHP 7 transition?
