[pkg-php-pear] updating nusoap package

Hi James,

Concerning the doc, according to the footer they were produced by 
phpDocumentor 1.3.0RC3. So the source of the doc is probably the annotation of 
the original php source file. However phpDocumentor doesn't seem packaged in 
Debian, so the best would probably be not to produce a package with the doc. 
The current doc could also have diverged slightly.

So I reverted the commit that added the -doc package. The lintian error is 
still there because the sources still contain the doc.

About the license, nusoap.php headers say it is LGPL-2.1-or-later while 
composer file says LGPL-2.0-only. composer.json was not in the original work 
before it got forked. I asked upstream (the fork) to clarify.
 
Concerning the bugs:

the new release

understand. I removed the person mentioned, if this is not what is expected, 
please correct me.

BTW, is the renaming of the source package ok (from nusoap to php-econea-
nusoap)?
