Hello

I was coping with the same problem after and upgrade Debian 11->12 and was starting pulseaudio manually like you
Here is the solution I used
Debian 12 now also comes with https://wiki.debian.org/PipeWire which has a pulseaudio implementation
I did fix the problem by using "apt install pipewire pipewire-audio-client-libraries" + reboot
It did purge pulseaudio and now provides sound via pipewire

Start-Date: 2023-07-25 10:02:41
Commandline: apt install pipewire pipewire-audio-client-libraries
Requested-By: mlr (1000)
Install: pipewire-pulse:amd64 (0.3.65-3, automatic), pipewire-audio-client-libraries:amd64 (0.3.65-3), pipewire:amd64 (0.3.65-3), pipewire-jack:amd64 (0.3.65-3, automatic), pipewire-audio:amd64 (0.3.65-3, automatic), wireplumber:amd64 (
0.4.13-1, automatic), pipewire-alsa:amd64 (0.3.65-3, automatic), libwireplumber-0.4-0:amd64 (0.4.13-1, automatic)
Remove: pulseaudio-module-gsettings:amd64 (16.1+dfsg1-2+b1), pulseaudio:amd64 (16.1+dfsg1-2+b1), pulseaudio-module-bluetooth:amd64 (16.1+dfsg1-2+b1)
