The only thing that I've been mulling over is the puppet-el
package. Originally, when we discussed splitting out these bits (in
#544878), it was pointed out by Russ that the emacs-goodies package is
happy to accept random add-ons like the one that we are looking to ship
in the puppet-el package. 

I guess I am wondering why we want a separate package for the emacs bits
instead of pushing them into emacs-goodies (especially since it is clear
none of us really understand correctly how to package emacs modes)? 

I don't want to hold back the upload of 0.25.4-1 because of this issue,
but if we do upload with the puppet-el binary package, and then decide
we should push it into emacs-goodies, then we have a package transition
to handle.
