Based on the feedback I've attached an updated version of the patch.

I've added /etc/puppet to puppet-common.dirs so that dpkg will automatically do
the right thing (ie /etc/puppet will be removed only if empty). /var/lib/puppet
will only be deleted if it's empty as well.
