[Pkg-puppet-devel] License for debian/*

We probably need to pick a license for the packaging in debian/*.  

I'm fine with whatever free or copyleft license used, as long as we keep
the packaging and the software we package compatible, license-wise. :)

My gut feeling is that using the same license as upstream (GPL-2+, or
"GNU General Public License version 2 or later") makes things nice and
uncomplicated, so this is what I propose.
