[Pkg-puppet-devel] Bug#563559: why not default to status quo?

I'd say that the config item is nice, but it should probably default
to 'yes' according to the principle of least surprise. Otoh, if you
can figure out that it's an upgrade, then yes, conditionally
defaulting to yes sounds best.
