Suggested P-a-s updates

Hi.

I was going through the list of the oldest testing candidates at
http://bjorn.haxx.se/debian/oldest.html and noticed that some of these
packages just seem to need P-a-s updates and following binary package
removals. I would suggest the following updates:

nvidia-settings: remove ia64, dropped recently from arch list in package
usplash: limit to i386, amd64, powerpc, sparc, see also #444586
rt2400: remove s390, marked as not-for-us, see #443710
ibam: limit to amd64, i386, powerpc, arm, mips, mipsel, as in package,
 but see also #449122
