Moderation of pkg-ralink-maintainers

This list was moderated for non-members, and, worse, no-one appears to
have been receiving moderator messages (they don't go to administrators
by default, it seems).  There were a large number of messages held for
moderation when I looked just now.  I have discarded mails about bugs
that have been dealt with and old package uploads and transitions, and
accepted the rest.

Since this is the maintainer address for our packages, everyone should
be able to post to it.  I have reconfigured the list to accept mail from
non-members, with a spam filter rule that simply checks the X-Spam-Flag
header.  I hope this is sufficient.
