This changes several cases where rutilt would fail if the interface is
down:
- Getting interface information (accepts ENETDOWN)
- Site survey (accepts ENETDOWN)
- Active scanning (sets interface up first)

(It also fixes the code to set an interface down, though I don't think
this is used.)

Apparently this is still missing a case though.
