...except that the wireless event changes I was looking at are actually
for 2.6.27 or the Fedora 10 kernel.  So I don't see any changes that
look like they could explain this.

Is it possible that the interface might be configured differently when
you use different versions of the driver?  Does the interface name
change?  (The Debian package uses a prefix of "eth", following the old
convention for wireless Ethernet interfaces, whereas the original Ralink
and Serialmonkey versions use "ra".  udev may override this based by
remembering the association between MAC address and interface name.)
