It actually works for me if I choose 'ignore' at the error
dialogue about failing to create the database.

unable to connect to postgresql server.
error encountered creating user:
psql: FATAL: password authentication failed for user "postgres"
dbconfig-common: request-tracker3.6 configure: ignoring errors from here forwards
populating database via scriptfile...  
Creating config file /etc/request-tracker3.6/RT_SiteConfig.pm with new version
Now populating database schema.

Of course, it could be better prepared for the situation.

I see #475829 against dbconfig-common is about the same thing.  Blocking
with that. I don't think there's anything more request-tracker3.6 can
do about it.
