I don't think #511260 ("importing 3.6 configuration and database")
should be a blocker for a sid upload. It should be just as easy to add
the functionality afterwards.

However, #511254 ("too many conffiles") is definitely easier to fix now
than later, because we don't have to worry about edited conffiles on
upgrades from earlier request-tracker3.8 versions. (I think we don't
need to be quite as careful with upgrades from experimental to sid,
and these would be conffiles that shouldn't normally be edited at all.)

That said, I don't really feel good about blocking your work when I
haven't really done any myself on the 3.8 branch yet, so feel free to
do what you think is best.
