rt3 is the default database in Request Tracker if none is configured
but rtdb is what the dbconfig-common configs try to configure your
installation for.

Unfortunately, due to a bug resolved in 3.8.4, postgres and mysql
databases got configured with the wrong database name.

We should perhaps add a news item to this affect as it'll mean that
upgrades from early 3.8 versions will need some manual attention.
