Not at all. You're not the first person who has asked me about similar
problems; it's a long-standing complication with RT package updates
which really only gets noticed when there is an update in stable (I
assume the people running testing/unstable are either few and far
between, or are used to needing to restart the web server).

The problem is that there is more than one way to run RT (mod_perl,
FastCGI invoked in any number of different ways) so there's no single
way to make sure that changes will take effect. But since the common
case is apache2 running on the same machine, we should probably offfer
to restart apache for the user with debconf prompting; so I'll leave this
bug open as a reminder about that.
