[request-tracker-maintainers] Bug#784320: request-tracker4: test suite: skipping on exeternal executable fails?

Yesterday request-tracker4 was FTBFS; this was caused by File::Which
behaviour changing, breaking the detection of executables in RT::Test.
A fixed version of File::Which is on its way to the archive now, but
this shouldn't really have broken things so badly. The behaviour was,
AFAICT, identical to the executable just being missing, so it looks
like there is a bug in the test suite too. Example output:

# Tests were run but no plan was declared and done_testing() was not seen.
t/crypt/gnupg/attachments-in-db.t ...................... skipped: gpg executable is required.

Filing in the BTS initially as I haven't yet tried to reproduce it on
a vanilla RT.
