The key is "For RT 5 prior to 5.0.2"
The package request-tracker5 is at version 5.0.3+dfsg-1.1, so those
instructions can be skipped.

Andrew: I would change the Depends for request-tracker5 on rt5-
extension-resetpassword to request-tracker5 >= 5.0.2

That's not necessary for rt5-extension-resetpassword

rt4-extension-resetpassword *would* require the core RT patches (to be
included in request-tracker4) But I'm not convinced it's worth the
effort (how many people use this extension on rt4?), it might be easier
to drop rt4-extension-resetpassword
