Yes, once a package is ready is either:
- Uploaded directly if a Debian maintainer has prepared it, or
- mentioned to a Debian maintainer team member so he/she can upload it.

Note that every package has one person (noted in the Maintainer field)
that is considered to be 'responsible' for the package. 

After the upload is done, a tag wil be made with two purposes:
- Notify the rest of the team a version has been uploaded of a package,
- create an tree in SVN that can be diff'ed later.

In the case of ruby-pkg-tools we don't upload a new version if only one
team member has been added.  Normally we wait a bit longer and
accumulate more changes.  Only if it takes really long we'll upload it
with this single-line change.
