We'll have to make sure these two libraries get into the Debian
repostory first.  So, you need to find a sponsor for these two package. 
This can be one of us in the sense that these libs are required for the
binding.  I was wondering:  are the bindings the main thing and is the
main app written in Ruby or are the bindings just a side-effect, an
extra?

A simple example binding package to look at is libcairo-ruby.  But of
course, the library required to build this package (libcairo) is already
in Debian.  Since libcomplearn-ruby has not uploaded yet or known
otherwise by Debian and just in a preparation state, it's not a problem
that the build-depends are not available.  They will need to be
eventually though.
