[Pkg-ruby-extras-maintainers] Directory layout for the new svn-buildpackage?

But does it also put the whole upstream tree in SVN? Because I don't think
we want that.  With that in mind, I wonder if svn-upgrade is really
useful, since for our packages a new upstream release means an update to
debian/changelog and pkg-ruby-get-sources/watch-file takes care of the rest.
Or am I missing something here?
