[DRE-maint] Mongrel - Init Script Patch

Hello,

attached the patch I promised. The problem with pen was the following: when a 
proxy_port was set by a site configuration, all sites after this one tries to 
use the same port. So here I unset all variables before trying to do 
something with a site.

I'm also testing if the 3 mandatory variables are set. Maybe we could chech if 
port and servers are integers...

Also, this patch introduces the configuration variable "env". It defines the 
environment, and if it is not set uses as default "production".

well, for me this patch helps a lot :D

when we have this at our svn, I can do some more hacks.
