[DRE-maint] Packaging setup.rb?

Hi,

I just uploaded to the repository libgruff-ruby - Yes, directly to
packages/ instead of to packages-wip/ as it is ready for upload
(barring that ftp-master is down, of course :-/ ). Now, this module
ships only with a Rakefile, which depends on hoe, which depends on
rubyforge... And it is used only for building, so I won't embark on
packaging them :)

So I just copied over setup.rb from another module, and it worked.

But... How would you feel about reducing this diff by having setup.rb
as part of ruby-pkg-tools, and just linking it over at build time.
