This is not a bug of rubygems.

To use gems, you must "require 'rubygems'". The author of
fxruby-1.6.11/examples/inputs.rb would not expect to use the fox library in a
gem, which I think is not a bug.

The upstream (i.e. Matz) told that Ruby 1.9.1, the coming major release, would
include rubygems. I also hope the integration will help packagers like Debian.
