[DRE-maint] Redmine Package Update

Has anyone had any time to look at this? I would like to move forward
and get some feedback from the Debian-Mentors list but I don't want to
rush it. I know that some people expressed interest in making sure
this package hit all the right buttons and I would like to know what
they think of it so far.
