[DRE-maint] RFS: ticgit (initial upload)

Hi everyone,

I’d love to get a first revision of ticgit (ITP #483003) uploaded to
unstable.  The source package can be found at

	http://alioth.debian.org/~michi-guest/packages/ticgit_0.3.3-1.dsc

I don’t plan to maintain this in the team because it’s not something
that can be called a Ruby extra, but it is implemented in Ruby, and I
thought it would be a good idea to have your trained eyes take a look.

ticgit is an issue tracking system based in the Git revision control
system.  It is maintained by Scott Chacon <schacon at gmail.com> and
available under the MIT/X licence; the upstream homepage is
<http://github.com/schacon/ticgit/wikis>.

ticgit builds one eponymous binary package, pbuilder is fine with the
process.  Both the .dsc and the .deb are lintian clean; “lsdiff” and
“dpkg -c” give sensible results as well.  I would be glad if somebody
could comment on the packaging work and probably upload it.
