[DRE-maint] TODO: libdb-ruby

Hi,

It would be great if someone could pick up the task of packaging
libdb-ruby (bdb bindings, build-depending on libdb-dev). The goal is to
do something that isn't specific to a given version of bdb bindings
(4.2, 4.3, 4.4), but to do something that can "simply" be updated with
binNMUs.

This would then allow to ask existing packages to switch from
libdb4.{2,3,4}-ruby to libdb-ruby.

Does someone in the team have some free time to work on that?
