[DRE-maint] request for review/upload: libsvg-ruby, libferret-ruby and libmocha-ruby

Hi there,

Now that ruby-pkg-tools 0.13 went into unstable, I have some pending
uploads:

1) libsvg-ruby: adapted to use ruby-pkg-tools and some QA work

2) libferret-ruby: new package, ITP is #439847

ferret is a full-text search engine for ruby. It's very popular among
rails developers. I use it myself in a couple projects at work.

3) libmocha-ruby: new upstream release

This one is tricky, because the upstream tarballs for some weird reason
always come with two extra bytes (\r\n) in the end. I already talked
about it with upstream, but we couldn't fugure out a sollution. So one
needs to remove the last two bytes with e.g. an hexadecimal editor
before successfully building the package.

Can anyone review and maybe upload those packages?

I have tagged all packages with the Dm-Upload-Allowed field, so next
uploads can be done by me directly.
