[DRE-maint] Bug#458987: libgems-ruby1.8: Installs scripts to /usr/bin

When I install gems under 1.8/1.9, any files in their bin directory are
processed and copied to /usr/bin with a #! line added for the
appropriate ruby binary.

If the gem is uninstalled, the script is left there.

If I install a gem under 1.8, then under 1.9, the 1.8 version of the
script is overwritten with the 1.9.
