[DRE-maint] DM application

Hi,

I would like to apply to be a Debian Maintainer.

I agree to the Debian Social Contract, the Debian Free Software
Guidelines and the Debian Machine Usage Policy.

Currently most of my work in Debian is inside the pkg-ruby-extras team,
packaging Ruby libraries and applications. I also help with the team's
build infrastructure. Paul van Tilburg is my usual sponsor, but other
team members also do uploads for me sometimes.

I want to be a DM to be able to upload new versions of my packages
without adding overload on the other team members. I intend to apply for
NM in a near future.
