I settled on:

include /usr/share/cdbs/1/rules/debhelper.mk
include /usr/share/ruby-pkg-tools/1/class/ruby-setup-rb.mk

Which works for me. I'm not all that familiar with cdbs and learning
these bits as I go from examples. If anyone wants to look at
libstomp-ruby on mentors.debian.org and give any packaging advice it'd
be appreciated.
