[DRE-maint] Small remarks

Hi all,

In light of the recent inspection of WIP, I was wondering.  This
libamstd-ruby in packages/, whose is it?  What is it?  Why hasn't it
been uploaded.  If there is no response soon, I will move it to WIP
(which I should be doing anyway).

Second remark is more of a proposal:
Now that we have PET[1], I propose that we stop doing creating AND
committing the dummy changelog entry on release.  Thus we use:
svn-buildpackage --svn-only-tag --no-autodch

Thoughts?
