[DRE-maint] Bug#448639: Bug#448639: rubygems and FHS compliance in Debian and Ubuntu

Hi,
i feel concerned with this discussion as i'm packaging npm, a nodejs package manager.
First draft is using /var/lib/npm (only when user is root), similar to gem does.
However my mentor and me felt it was sub-optimal.
I'd be glad a common census arise around those questions.
