[DRE-maint] Bug#588583: redmine: incorrect/impossible rails dependency

Justification: renders package unusable

I cannot install the redmine package from the backports repo because
the rails package dependencies. The rails available in backports is >
2.3. I tried to install the rails from the
lenny stable repository, but the one which is
avaiable there is < 2.2.3 so that isn't satisfy the redmine package
dependencies either.
