[DRE-maint] Bug#585838: rubygems1.8: writes gems only readable by root

Installing gems with [sudo gem install ...] and a user umask of 0077
seems to create all the files in /var/lib/gems/1.8 with that umask so
that they're only readable by root, thus defeating the point of the
install.  A [chmod -R a+rX] resolves this as far as I know, but that's
a potentially fragile solution.  I think it would be preferable for
'gem' to explicitly set the umask to 022 in this context, as this
would be more consistent with other extant methods of doing systemwide
software installation.
