[DRE-maint] New upstream version and freeze

Hi.

A new upstream version of libglobalhotkeys-ruby is released.
I will soon commiting the new packaging files to svn repo.

The previous version of libglobalhotkeys-ruby is in unstable. It does
not reach testing. The freeze happens during the probationof ten days.
Because of the freeze I think that it should go for the experimental
repo and not unstable one.
Am I rigth ?
