[DRE-maint] Git repo structure anomalies

Hello all!

I have noticed that some repositories, for example ruby-rchardet, have a
weird/non-standard layout.  Of course, while there could very well be a
good reason for this, I suggest to please add a debian/gbp.conf file in
weird cases.  Besides the fact that the weird layout confuses
git-buildpackage, it also confuses me.  The presence of a gbp.conf
explains the situation to both parties.  :)

I hope that these repositories can be fixed soon, so that the short time
available to each one of us to work on the packages is not consumed by
finding out per repository why everything is structured as it is.

I would also like to take the opportunity to point out the current
