The license has two paragraphs, and authorizes distribution in one of
the two following cases:

*either: you are not allowed to modify and keep the same license and
copyright assignment (that is the clause you mention)

*or: you can modify, edit, alter, but in that case, provided you do not
mention it comes from the initial file.

Therefore I believe that this is still in agreement with DFSG-3.

I would like to mention that the exact same file (with same license) is
present in packages lcdf-typetools and picolisp, that are both in main.

May I ask you to have a second look at that license, especially the
second paragraph, and possibly reconsider your decision — either for
ruby-pdf-writer, or lcdf-typetools and picolisp :).
