[DRE-maint] Bug#642267: downgrading to important

retitle 642267 ruby-ffi: returning struct by value does not work on ia64

Since this represents a single failing test, I am downgrading the
severiry of this bug to important, and will ignore the test results on
ia64.

I will still appreciate a lot if any ia64 user can help with
investigating this.
