[DRE-maint] Bug#785103: gem2deb: avoid unecessary wnpp checks

Since the wnpp check feature was added, every invocation of dh-make-ruby
will hit the network. Sometimes you are running dh-make-ruby over an
existing package and hitting wnpp is pointless. I think we can at the
very least skip the wnpp check is debian/changelog already exists.
