This is failing only under sysvinit, works well in systemd. Can you try
adding export DB RAILS_ENV after it sources
/etc/gitlab/gitlab-debian.conf in /etc/default/gitlab?

# Read debian specific configuration
. /etc/gitlab/gitlab-debian.conf

export DB RAILS_ENV
