[DRE-maint] Bug#982903: gitlab: Internal error caused by missing gitaly-git2go binary

I built the missing binary from the upstream source, using the v13.6.5 tag.
cf. https://gitlab.com/gitlab-org/gitaly.git
The build environment is a Buster + backports + fasttrack, actually a copy of the server I run GitLab on.

 From a quick test, it seems to fix the issue I described earlier.

I attached a compressed build to this e-mail, to be used as a work-around until the provided gitaly package can be fixed.
Here I put the binary in /usr/local/bin/gitaly-git2go, then symlink it to /usr/bin/gitaly-git2go.

Keep in mind that I barely know what I am doing here, so if you use this binary you should expect your server to catch fire or turn into blue smoke. It has barely been tested, and will most probably fail in a lot of funny ways.

MD5 hash of the uncompressed binary should be 759eb7b7035fba83b90c9a50ea4521d3.
