Every DEP-5 file is supposed to declare the Format: header at the top to declare what it's using. How about we define a different format, which is basically the same as DEP-5 but where Copyright: fields are optional if the crate doesn't self-identify it?

Would that be fine for you? Then it would be trivially machine-readable, but not accidentally by DEP-5 parsers, who have to look at that Format: header.
