I think it would be a better user experience if we did... for a
diminishingly small number of users.

What do you mean?  The only bug with the upgrade path that I saw was that it
had been using a deprecated syntax for passdb backend, and this is now fixed
-- and testing wouldn't have mattered until upstream made the change that
broke it, which is when we caught it.

Release criteria will only explain what upgrade support is /required/. :)
