Hmmm, you're right. The POT-Creation-Date is updated by
debconf-updatepo and Repot-MsgId-Bugs-To probably takes Maintainer:

So, nothing, really, that we can change

Debconf-updatepo is indeed not mandatory there....as long as one takes
care to run it manually when changing templates.
