FYI, these are the constraints that I'm trying to operate in:

- anything identified as spam is automatically dropped without admin
  interaction (I assume that this unfortunately is still the common case and
  don't want to have to touch these messages to get rid of them)
- anything that comes through the BTS or from alioth svn is recognized as
  non-spam and allowed through
- anything from other non-subscribers that isn't tagged as spam is held for
  review

If you can add to this "mails from subscribers are already allowed through
without having to maintain a copy of the subscriber list in the spam
config", that'd be neat, but I haven't figured it out yet.
