[Pkg-samba-maint] Call for translations for samba4 debconf templates

I know some DDs who are very angry when another DD introduces debconf
templates without a suitable call for translations..:-)

*Even* if care was taken to get a 100% French translation before..:-)

Therefore, I think we should issue a call for translations for samba4
and I think this should be the duty of the Debian Maintainer of that
package..:-)
