[Pkg-samba-maint] Restriucting mksmbpasswd to UID>=1000?

A recent Ubuntu patch changed mksmbpasswd.awk to UIDs over 1000.

I'm slightly hesitating about merging that change which is obvisouly
aimed at creating smbpasswd entries for regular users only.

There *may* be cases where users want to create smbpasswd entries for
users below 1000, including root so removing that possibility to them
is something that should at least be discussed.

The Ubuntu changelog says:


  * debian/mksambapasswd.awk
     - Don't add user with UID less than 1000 to smbpasswd. (LP: #199412)
 
However, LP#199412 is anything but a samba bug.

Any advices ?

Anyway, I won't merge this in 3.0.28a-1 unless we've discussed it, so
it should wait for -2....
