At least the ia64 buildd doesn't do that:

All the successful build logs show that the bpo version of libcups got
installed.  So changing the build-dep to just libcupsys2-dev for etch
backports seems better to me (to not force the backported libcups on
people who install the backported samba, if nothing else).
